Nashville - Gov. Bredesen said rural development will be a major focus of his second term. The Democrat said the state has launched a tax credit program called the Rural Opportunity Initiative targeting areas such as the Cumberland Plateau and the Tennessee River Valley. It includes tax incentives and creation of a venture capital pool by private lenders.
