Mr. Carter is the president of his own consulting firm.  His services include strategic planning, venture startup, project and business development, marketing and sales, organization contract support, and project management.  He has been involved in community activities in both Knoxville and Oak Ridge, including Chamber of Commerce Committees and several non‑profit boards.
